Beauty packaging redesign and EPR fees
Clone, change, reassess, compare: how to model a packaging change against RAM and fees, and how to report the result as an indicative difference rather than a saving.
Model before you brief
Packaging redesign in beauty is expensive and slow: tooling, stability testing, artwork, retailer approvals. Modelling the regulatory outcome first costs nothing and regularly changes the brief, because the change that fixes the rating is often not the change the team assumed.
The method is the same every time. Clone the current pack version as a scenario, make one or more changes, reassess it under the same rules, and compare the two side by side. A scenario exists for what-if work and can never be assigned to a live product, so it is safe to be wrong in it.
Change one thing at a time
The temptation is to build one heroic scenario with six changes. Resist it. If four changes are bundled and the rating moves from red to green, you have no idea which one earned it, and you will pay for all four. Model each lever separately, then combine the ones that carry their weight. The comparison you want is scenario against the published revision, with the stage results visible, so you can see the criterion that moved.
The levers that actually move beauty packs
- Tint to clear PET. A PET bottle in any colour other than clear or translucent light blue is red at application. Dropping the tint is the single highest impact change available to most skincare ranges, and it is a brand conversation rather than a technical one.
- Detectable black. Carbon black that blocks near-infrared detection is red at sortation for rigid plastics. Detectable black masterbatches exist. The shade shifts slightly, which is why this needs to be modelled and sampled early rather than argued about late.
- Wash-off adhesive. A label adhesive that does not release in a 70–90°C hot wash is red at reprocessing. Changing adhesive is cheap relative to changing a bottle, and it usually does not touch artwork.
- Swap PVC liners and other red inserts. On HDPE and PP, inserts, liners and seals in PS, PVC, PU, nylon, heavy PET, PC, PMMA, thermoset or silicone are red. Moving to a polyolefin liner is often a like-for-like part change at the closure supplier.
- Reduce sleeve coverage below 60%. A label or sleeve of a different material covering more than 60% of the surface is amber at sortation. Bringing coverage under the threshold, or using a same-polymer label, removes that amber. An enrobed paper sleeve above 60% can also be exempt where clear consumer removal guidance is printed.
- Drop metallised decoration. PVC, aluminium, metallised PET and metallised PS labels and sleeves are red on HDPE and PP. Metallic effects achieved with ink rather than metallised film are worth testing.
- Rethink metal closures. Steel, aluminium, PS, PVC and thermoset caps are red on HDPE and PP. On PET, the question is density: a non-PET closure over 1 g/cm³ sinks with the PET and is red.
- Barrier chemistry. Any EVOH is red on PET bottles and thermoforms; on HDPE and PP the limit is 5% by weight. If a barrier is genuinely needed, the conversation is about which barrier, not whether to have one.
- Small parts. An item under 40 mm in two dimensions that cannot be reattached is red at sortation. Sometimes the fix is designing the part so it clips back onto the pack rather than making it bigger.
Comparing fees honestly
Once both versions are assessed you can put a number on the difference: tonnage by material and rating, priced with a named rate set. Amber is the base fee, red is 1.2 times amber, and green is a variable discount that depends on how much red packaging is on the market and is therefore not knowable in advance.
Call the output an indicative annual difference, not a saving. A saving implies a guaranteed cash outcome, and the number depends on at least five things you do not control: confirmed rather than illustrative rates, the actual green discount, your real volumes, whether the change ships when planned, and whether the assessment holds when a supplier substitutes a component. State each assumption next to the number. If the range between the pessimistic and optimistic scenario is wide, show both rather than averaging them into false precision.
It is also worth being honest internally about scale. For a mid-sized range, the fee difference from a single lever is often modest against tooling costs. The stronger cases for redesign usually combine fee exposure with retailer requirements, consumer-facing recyclability claims and the risk of a whole category defaulting to red for want of evidence.
Checklist
- Clone the published version rather than editing it, so the comparison stays valid.
- Model one lever per scenario before combining them.
- Check that the change does not create a new red elsewhere, especially on density.
- Get supplier confirmation that the substitute part exists before briefing design.
- Report an indicative annual difference with the rate set and assumptions stated.
- Re-assess after the change ships, using the specification that actually shipped.
